Metro Manila has the largest talent pool and the highest ceiling for scale. It also has the highest attrition, because the market is dense enough that an experienced agent can change employer without changing commute.
Cebu is the second hub. Lower attrition, lower cost of living, shorter commutes—and a lower ceiling on how large a programme it can staff. For work where product knowledge compounds over months, the retention difference is usually worth more than a lower seat rate.
Ask any provider for attrition by site, not company-wide. The company average hides the number that will actually affect your programme.
How to choose
Start by eliminating. Rule out anyone whose minimum engagement is larger than your volume—several providers above are built for enterprise programmes and are the wrong fit for thirty seats. Rule out anyone whose certifications do not cover your industry, and anyone whose delivery sites conflict with a data residency requirement you already have.
Then compare the survivors on the things that determine whether it works: who your day-to-day contact is, how agents are trained and monitored, what reporting you get and how often, how fast capacity can move up or down, and what happens when something breaks at 3 a.m. your time.
Questions worth asking on the call
What is attrition at the specific site my programme would sit in? How many accounts does a team lead cover? What share of tickets or calls gets quality-reviewed, and against what scorecard? What is the escalation path when your supervisor cannot resolve something and my team is asleep? Can I see a sample of the reporting I would receive?
Vague answers to any of those are more informative than a polished capability deck.
Before you shortlist
Decide whether the Philippines is the right delivery location at all. For round-the-clock English coverage at scale it is hard to beat.
